The meadow
Open grassland in the Pir Panjal with herders in summer.
A vast high meadow in the Pir Panjal above Budgam, once an army firing range and now reopened to visitors. Rolling grass, forest and almost no one around.
Tosa Maidan is one of the largest meadows in Kashmir, high in the Pir Panjal above Budgam. For decades it was leased to the army as an artillery range and closed to the public. After the lease ended in 2014, it was reopened and is slowly being developed for tourism.
It is wide, open grassland edged by forest, used in summer by nomadic herders. Facilities are minimal, and that is the attraction — a meadow on the scale of Gulmarg’s with none of the crowd.
The last section of road is rough. Camping is the way to stay. Carry original ID and check current access before you go.
